If they are not on track to perform their goal, then this is your opening to find out why. One of your customary functions as a manager is to help take off any obstacles that may be preventing your employees from hitting their objectives. You cannot do that unless you are aware of those obstacles. By using weekly/monthly checkpoints, you will have an opening to conclude what is hampering your employees.

If there are no obstacles preventing your employees from hitting their objectives, then you have an opening to motivate and inspire them. Sometimes just knowing that man is de facto watching and cares about their operation is sufficient to inspire them to hit their objectives.

The final thing that you can do to make the appraisal process more meaningful is to ask the employee for feedback. None of us our perfect, so feedback is the key to helping us to improve.
